Have you tried the ficlets over at sheafrotherdon's Skin Hunger Challenge (http://sheafrotherdon.livejournal.com/190388.html)? They're mostly porny, but a lot of touching going on either way. ;-)

I can recall a few other stories that have hugs in them, but none where it's a main motif, sorry.
